I have the same issue with this, searched high and low to find a solution and no luck.
I have noticed the issue most with Hik-Connect, MyQ Roller door, and occasdionally my banking apps.
Notifications seem to stop after the phone is locked for a little while, then when I unlock it they all come through. Damned annoying and makes the intercom system both at home and work useless.

I found the below on another forum... A very awkward and annoying solution....
"Hey every1, this was driving me nuts too. I tried turning off all the different battery settings etc and nothing was working. I was about to go back to iPhone when I found the solution. Android has deep and light idle (Doze) that seems to run no matter what. It is the Android OS itself. I had this issue with my S21 ultra and my new Oneplus 12R and the following fixed it.
To fix this you need to disable doze with an ADB command. There are different ways to access ADB I did mine by connecting to my computer but there are many guides on this (if you need help feel free to ask). To fix -> Enable Dev Options -> go into Dev options and check 'allow usb debugging' -> connect your phone to computer via usb -> go to command line and type adb shell dumpsys deviceidle disable. It will say device deep / light idle disabled. You will now get your notifications immediately.
It may at first give you a message saying no device detected and that's because you need to click allow on your phone to give it permission, just re-enter the command again.
One thing that stinks is this has to be ran any time you restart your phone. But, at least theres a solution until Google fixes this.
Quick note: on my oneplus12r (Android 14) in dev options theres a setting called 'select usb configuration' by default it was set to 'charging' you need to change it to 'MTP (Media Transfer Protocol)'
You can now enjoy your Android device again!"
The above is from another forum, I'm curious to see if others have success with this?
I really do not want to go back to iPhone, but at least notifications work over there..... This issue is frustrating....
