Ok, so in some regional variances of the phone there is a switch that changes the option in the camera settings, although some regions of the phone do not allow this...
this is seen as a privacy issue if the phone is quiet and you can snap away at people without them realising you are photographing them. This is kind of similar to the ability for voice recording phone calls without the other persons agreement... a privacy issue.
It seems in the UK that these options are not available. However the workaround if you put your phone momentarily into silent or vibrate and the system sounds are off, then the shutter sound is removed.
