2 in 1 usb-c dongle not working

I bought a 2 in 1 dongle so I could charge and listen to audio with wired headphones at same time. The dongle is functional, but only performs 1 function at a time. If place charge first audio plays through phone. If put audio first then put charging it doesn't charge and only plays audio through head phones. Is there a setting to allow dual functionality?

@Uksafa: Do you have another USB device that you can attempt to connect to your dongle at the same time as your headphones or charger e.g. a USB keyboard? If the problem persists, then this will help to determine if the issue is stemming from the dongle or not.
