S22 Ultra Pen - very tempremental: use it in some apps and hover over a message it provides info. but in others it does not

The pen is very tempremental, if you use it in some apps and hover over a message it provides info. but in others it does not work howver that is not consistent as I have family member who has same phone and in the app it does not work for me it works for them.
