I have switched to a new phone recently (s22u) and I only a few days ago logged back into samsung health.
I like to have notifications from the app, so I don't want to remove the permission for it, but I really don't want a permanent notification on the top.
after looking amongst the setting, I can't find an option to remove the permanent notification, but still receive them, is there any way to do so? or do I have to remove it altogether?

The only way that I can think of is to toggle off the notifications for Steps in Settings > Notifications > Samsung Health > Notification categories > Steps
You will continue receiving notifications for other categories.

I thought of that as well, but then it would turn of steps notification altogether, which I wanted to avoid. although it might be the only way.

You could try minimising the notification in Settings > Apps > Samsung Health > Notification categories > Steps > Silent > Minimise notifications
