Recent menu in maximum power saving doesn't work

Why doesn't recent menu work in Maximum Power Saving mode? I just can't get to it from the home page I have to go to some app to and then from that app.

When power saving mode is engaged, it disables a few functionalities to save battery. There is no other way of "saving" battery. The only way to increase power life on the phone is by reducing the number of apps and their functionalities demanding that power since the battery power cannot be increased without changing it.

Of course but what I'm talking about is that it takes 2 seconds for gestures to take me to the recent menu.
