Apps and notifications not working

Not sure if it's just me but since the most recent update notifications and sending messages on certain apps just isn't working.

What apps? Does it work after restart

FB messenger is only giving notifications every so often. Snapchat is doing the same but also not sending or receiving anything when off of Wifi.

I am not the only person I know with a Samsung phone this is happening to. No change after restart
