Why can't enable Apps only using mobile data?

Thus maybe something to do with the region you reside in or the network sim card your using.
I'm in the UK and can set mobile data usage in my Sim Card Manager settings and Data Usage section.
Daily Driver > Samsung Galaxy s²³ Ultra 512Gb in Phantom Black.
