For me it worked by UNINSTALLING and REINSTALLING of the "Device Health Services" app.
It worked without cooling down the phone (battery was at 38°C before and after).
And it had not worked to clear storage of the app, force stop, disable it, only uninstalling from Play Store worked.
I have an A52 with Android 12 and latest updates, but since the issue was exactly the same as for S21, I hope the solution also works.

Thanks very much! This works for me! It was the most annoying thing on my S21. It stays bright now, even at 42 degrees!

They liked the post directly above their own, so I'm guessing that one? I can't uninstall the app on my S21 Ultra so no good to me.

S22 Ultra is the same way... It works sometimes but only when I don't need it too... But when I'm actually using the phone and need it to work... It never works

Samsung appears to be coming out with newer generations of phones and not addressing issues like this -- maybe ask useless bixby for help. My screen goes way dark in the sun as well only way it seems to fix is find a brand that performs what is important to you -- i may be switching as well

This is an old post. In the meantime, I switched to S23 with a Snapdragon processor and the improvement is tremendous. I don't have any problems at the moment. The battery doesn't last long, but it is related to my usage, like using wireless Android Auto and many apps and screen time. At the moment we have one S24, but I haven't used it and don't plan to switch at the moment. I have so many apps that I can't just switch phones without spending two days logging into every single one and connecting wireless and Bluetooth units.
So with Samsung using a different processor in S23, most of the problems that I had with S21 are solved now. S23 and S21FE are the phones that are still good and running fine in our company. For S24 it is too soon to tell. S20, S21, S22 were ***** and I don't recommend them to anyone. S10 and then S23 are phones that I was satisfied with. I hope S24 won't at least disappoint.
The solution on this page related to the "device health services" did solve the problem. Or I could say, was the problem with the brightness going dim when the phone was hot. That doesn't change the fact that the phone was ***** or I would say that the processor was *****.
