@murph1: Is this affecting all outgoing calls, or just those to certain contacts? Are the calls being forwarded, or does it cut out completely? Can you try heading to the Phone app > Tap the 3 dots in the top right > Settings > Supplementary Services > Call Barring > All Outgoing Calls, and toggle this option off if it's active?

@murph1: Do you have access to another compatible phone that you can try your SIM in, to see if the issue persists? Have you tried reaching out to your network to see if there are any restrictions to your account, or to the service in your area?
In the meantime please restart the phone in Safe Mode and attempt to make a call, as this will disable any third party apps and help to determine if the issue is stemming from an external source. To enter Safe Mode, press and hold the Power button until the 'Power off' prompt appears on the screen then release > Touch and hold Power off until the 'Safe mode' prompt appears then release > To confirm, tap Safe mode > With Safe Mode enabled, ensure Airplane Mode is turned off. If you're able to make a call, restart the phone as you would normally and uninstall any recently installed apps.
