I have downloaded an app called Mezurio which won't function without notifications. However the app does not appear under Notifications in Settings. When I choose "all system apps" it does then show, but won't allow me to switch on notifications - it stays greyed out and gives the message in the subject title above.
I have the latest Android software and the app is the current version. I have rebooted the phone and uninstalled and reinstalled the app.
Has anyone any bright ideas, please?

Same issue for me with the Moen Flo app, all notifications are blocked and it is now a "system" app. I will also email Moen and see if I get a response.
Also noticed that the app isn't available in the play store unless I google it and follow the link, I am guessing it's because it's now a system app??

Try and update the app directly in PlayStore. It worked for me for Flo.

Hi guys. Just a quick update. I was facing the same issue with Hay Day app from Supercell but I received an update today on 27 November 2023 and the issue has been resolved. Immediately I opened the app and it asked if i wanted to allow notifications for which i clicked on allow. I tested it and the notifications are back. They are working now. So the issue isn't to do with android system nor it is to do with system updates but the app itself whereby the app developer hasn't integrated notifications compatibility. I'm glad it got fixed.

I'm having this issue, too, after my Samsung Galaxy S23's system was updated. It's still happening even after the newest update this month. Seems like this issue has been going on since September.
It's happening with six of my apps: Associations (game), Boost Radio, Gboard, Qdoba, Whole Foods, Commerce Bank apps. I don't think it's a developer problem. Samsung's update in September has something to do with it. Especially, since my Commerce Bank app is one of them. They wouldn't turn off notifications abilities since that would be a security issue and if they did accidentally it would've been fixed by now since they would have complaints from customers coming in from all over.

Self-resolved for myself. I had a NEXTDNS account and had it set on my mobile.
Realised that as I have Proton VPN, I don't need a DNS solution, so changed the setting via, Settings > Connections > More connection settings > Private DNS & set it to OFF
Even all my "blocked apps" suddenly started working.

I just did a warranty exchange on my Note 22 Ultra. I didn't have this problem on my always-updated previous phone, but I've been having it on the new one once I got it up and running about two weeks ago. I noticed that a few of my apps aren't doing notifications, and like you, it's greyed out. The one I've most focused on is CloudLibrary. I did the "all system apps" thing and toggled it on there, but it turns itself off again when I back out of the menu and still is greyed out in the app settings. This is super annoying. When I realize what other apps are doing it, I'll update.

Well. My phone software is up to date. I checked. No updates.
No Push Notifications- and yes, I followed the original how-to like a noob.
I deleted cache and data and reinstalled the app. No cigar.
I did what another poster said and set Private DNS to off, and no cigar. (Quickly set that back to automatic)

I submitted an App requesting mobile notifications from them and got some lame Lvl 1 answer to read the Noob Instructions. They're lucky my kids school uses this App and I need it to work.

10-mins after posting this I decided to test out on my husband's phone, same phone, same version and software update, same App version too.
Same problem.

APP dev got back with progress report. Apparently issue can be duplicated on Android 13 and 14. Working on it...
