On Reboot Emergency Alert Sound

All of a sudden (18 months after owning the Note 10+) my phone sounds off the emergency alter sound on every reboot. First why is this happening all of a sudden, and second, how do I turn this off?

Problem solved! There was an Emergency Alert sent out by the State of California regarding a Stay-At-Home order due to Covid-19 that I guess I never acknowledged. I had to view the Emergency Alert history and tap on the Alert that I hadn't acknowledge (it was the only one in red). After acknowledging it, the problem stopped. I've rebooted several times and the problem has not occurred again.
