If you have stories within your gallery app it is possible to create movie. However, I have some JPGs from an external device on my phone and with these pics the movie creation does not work.
@Vit0r: Only images capture by the Note9 and saved to the Gallery app can be applied to a Movie, unfortunately. Files must also be saved to the internal memory or SD card, therefore Cloud Files synced to the Gallery will also not work. Apologies for any inconvenience this may cause you.
