Receiving SMS messages with dual sim

I have SIM cards for UK and Hong Kong active, and now in UK. I am not able to receive SMS messages from HK, should I be able to receive from both SIM numbers?

SMS to HK number will not send, can only SMS to UK numbers

Dual SIM always on in SIM settings will not switch on, HK SIM always fails

Is international calling/texting turned on at operator level? For example, O2, EE etc.

EE seems fine, I receive UK texts, it is the CSL SIM from HK that won't operate, but they say everything is operating normally their side, and I have followed their instructions on setting up

Are you able to try another phone? If it works on another phone, we can look into what settings could be affecting it.

Not all of CSL sim plans work in the UK, have you established if this is the case?
