NFC On only when phone unlocked

As per the subject, add a feature to turn NFC on only when the phone is unlocked. Add this feature as a toggle to the NFC settings menu.

This feature would allow people who want to restrict use of their contactless payments to only when the device is authenticated to do so. It also add enhanced security by reducing the liklihood of NFC detection/cloning.

Galaxy Note 10 Lite doesn't have this option unfortunately.
