Everyone seems to do this, how does anyone know it's a fake?

There only true way is to make sure you buy them from a reputable source or from Samsung directly

Nope not fake. You can tell as theres no gaps between the frame and the usb input

Is the phrase “Made in Vietnam” on the charger also considered evidence? Or is it not important?

So for a real samsung charger the older ones are made in Vietnam (s10 and older) and anything newer is china. So yu can tell if its original buy where its made and what model it came with
