Why is the One UI 4.1 A71 update taking so long to rollout to the UK?

I've noticed that Hong Kong, Poland and Panama have the One UI 4.1 update but the UK is still yet to get it along with many other countries, what is going on? Is there a problem with the update that is causing a delay or is it the carrier's fault?

A phone supplied by a network may have it's own slightly different schedule due to the network wanting to test an update before allowing Samsung to push it out to their branded phone's to ensure nothing clashes with their network apps and features @eternalkontrolmusic 

Updates are sent out in waves and dependent on region , phone eligibility and build number.

The one UI 4.1 is in the UK it's always been a matter of devices so often of not it's the latest phones that get it first working down the list also as bands mentioned.

Mine (Samsung Galaxy A71) is due to get it, update has been released but not in my country.
