This is a network driven feature.
To turn on your Voicemail I'd suggest to take a look on your Network's Support pages to look for details which are usually a shortcode you dial into your phone's dialer app which activates it.
Or speak with your Network's Customer Support who'll be able to activate Voicemail for you.
