The popups aren't showing

You all know the popup the comes up in the top left when u minimise a call or a stopwatch. It's not popping up for me only does for a phone. I've reinstalled the app that doesn't help how could I fix this? Is my only solution to factory reset the phone?

It can do wonders.

As well as the restart suggested by @GoanGeek 👍

Try a forced reboot by holding down the volume down key and power button simultaneously for more than 7 seconds to restart it. When your phone resets, you will feel it vibrate.

And a more broadsworded approach is >

• Clear Cache Files from the phone's System Partition Section  > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop or use a Tv's USB Port to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too { Possibly excluding the s²⁴ Series of phone's } 

Please double check all the relevant preference settings too.

I tried everything it's still not showing I forgot to point out I installed Disable Notification Popups by Jawomo. Despite enabling all again it doesn't show some correctly. At the start it asked me to select a network. That's probably the problem.
