Storage on Galaxy A3 (2017)

Why is my phone always telling me  I'm dangerously low on storage? I deleted loads of photos and videos etc and it's still the same. I have an SD card but it's hardly full. I put all apps on it, but they constantly jump back on to my phone. Right now I have moved all the apps I can on to my SD card. I have used up 15.4MB of my 16MB on my phone? What else can be done to make space?

Apps get larger over time is the simpla answer. In 2017 when it was released apps were much smaller so it would be fine. Today the same phone with the same apps will run out of storage quicker due to larger app sizes. 16gb now is similar to 8gb in 2016, down to this. Could also be lots of cache. Same problem. Tried to install new and half of apps of SD card but unsuccessful. 

Is there any way to force install apps on SD card or least shift app data on SD card example; whatsapp videos pictures.
