Password protected files

Hi i would like some help on how to open a password protected file, been trying for hours, please help.

i.e 

How was the file sent.

Who password protected it as these are typically protected for a good reason.

What have you tried to use to access the file.

I'm sure you can understand we need to be careful as password protected files are protected for a reason.
