'Optimising apps' appears at every boot

Since I installed One UI 5.1, my A23 5G shows a black screen with the One UI logo and 'Optimising apps' at every boot. It appears for around 30 seconds, after the Samsung Galaxy logo but before the lock screen. Is this normal?

It's perfectly normal, does the same on my s23 and s21.

Indeed, this does not seem normal to me either.

Do samsung phones just FORGET the precompiled ART binaries every reboot? I've only seen an optimizing apps step ONLY during system updates on any other Android device I've ever owned. 

Not every single boot.
