It's Samsung that pushes out the update but some networks do ask Samsung to hold back on phones they've supplied i.e branded phones so they can test the update to ensure the update does not clash with their network apps and features.
The update is pushed out in connection to region , phone model, its build and serial number @Nsrail
Try checking using Samsung smartswitch.
