It looks like your device may have been blocked either by your network, Samsung or an insurance company.
So things to check:
1. Are you up to date with paying your network contract?
2. If on PAYG have you topped up in the last 3 or 6 months (network depending)
3. Have you (or anyone else) offered up your device as a trade in but not sent it back?
4. It is possible that am insurance company may have received a claim from a customer and entered the incorrect IMEI. You'll need to call Samsung Customer Services to check this.
