I am not pressing the home button and Google keeps popping up

Do you mean the Google Assistant? Sometimes, it can pop up randomly, especially if it thinks it's heard the wake-up phrase. You can disable the Assistant by going to

Settings>google>settings for Google Apps > Search Assistant and Voice >General >toggle off Google Assistant.

Also, toggle off Hey Google in the Hey Google & Voice Match menu

This may be because the home button thinks it's being held on. If you want, you can change the assistant (you can find the option in Settings>Apps) to 'none', which will make so that even if it is held, it will open nothing.
