If a phone us eligible for the Beta Programme then the invitation would show in the Samsung Members App.
If there is no invitation then the phone isn't eligible or the Beta is Full or hasn't started.
In regards to normal Software Updates > Software Updates are sent out in waves to phone's dependent on the phone model , build and serial number and region.
Sometimes if the phone has been supplied directly via a network then delays can occur due to the network testing the software etc
