I can imagine how frustrating and unfortunate that is. This is something that shouldn't happen so we should be able to find a solution for this.
If the clearing of Bixby and the Phone app don't help, I will suggest that one of my colleagues will help you remotely through our Remote Service so that we can go through all settings before a reset is needed.
