Can't finish setup of new phone.

I can't finish the setup of my new phone, because I can't verify my phone number. My old phone doesn't have any signal, so I can't proceed any further, because for some god forsaken reason, I need another account to get my data farmed on just to use a god damned phone.

How do I bypass this step since it is impossible for me to continue beyond?

I bought the new phone because I need a new one, because my old one cannot connect to the mobile network.

Did you try putting the sim card from your old phone into your new phone?

Yes, but I can't access anything, since it's completely locked. I don't have home buttons, can't drag down the top menu, can't interact with anything. I'm stuck on the setup screen and can't go anywhere.

You don't need an old phone to set up a new phone. If you can put your old SIM into the new phone and skip the bit about copying data over. Sign in to your Google account and Google will copy must of your apos and contacts over.
