The verification is to do with your samsung account itself.
By default, accounts are protected by needing a phone code or a samsung device. If you never added any other methods and lost both the phone number and the phone was the only samsung device, not much anyone can do.
You might be able to press a button to make them send you an email, but it's kinda on you for not adding backup methods to your account. It will have asked you to save recovery codes when you setup your account, seems you didn't save them or lost them. Ideally add backup login methods next time
You could try a remote reset using google. Hopefully you set that up in the past. Google might have alternate verification methods for you

Google find my phone will remote lock your phone without any need for passwords or codes.
