In there there's an option to barr all incoming calls. Select that and it will set a full barr for all incoming network calls.
What it won't barr is any voice or video calls through 3rd party apps that use data rather than phone network - ie. WhatsApp etc

Kindly note that blocking numbers mean that both calls and messages are blocked. the settings you showed blocks, numbers not saved (i.e. unknows numbers), private numbers. It does not block callers or messages with no numbers but are Identified by a registered name with the service provider (such as NHS messages).
like @Richmar83 said, incoming call barring prevent receiving any calls on the phone app.
You can also, use "Do not disturb" this will prevent you from receiving calls and messages. However you can specify to allow messages and prevent calls. long press on "dont disturb" button then choose details > calls and messages > pick what you want to allow.
You can also Turn the SIM off and turn "wifi calling" off but turn on wifi to receive messages only.
Or simply turn on flight mode 😋

Sounds like you're having going issues?
I would recommend in your phone settings entering the number that you want to stop and putting it into spam.
Calls will go direct to voicemail.
SMS into your spam box.
Ignore them both. The caller will give up in time.
If, however, you are being harassed / stalked etc (whether it be by phone, text or online in this case) then it's it a Police matter and do they need to visit said person to enforce a stop to these issues?
