Yes this is not an update it was just a hot fix for the WiFi reset issue there is nothing else new in that update. And it was 352mb. And to be fair I have no problem with the 2 finger swipe up to split my screen works every time no crashes. 
As @skott already said, the last update was meant to fix the issue related to random restarts of phones when using the WiFi 6. The problem had to be quickly resolved, so the fix was released.
Hopefully the problem you encounter will be quickly fixed, too!
