I have a three-monitor setup with 2 - 32-inch ViewSonic monitors, and I've recently added a 43-inch M70F as my primary monitor. What I've noticed is that when I'm in Visual Studio (and other programs), grabbing a window handle to resize the window during program design generally doesn't work. You click on it and drag to resize, but it doesn't move. By the same token, grabbing the title bar of a window and click and drag doesn't often work. Sometimes, you can drag it a little, then it stops.
By accident this morning, I realized that if I move Visual Studio to one of my 32-inch monitors, the problem goes away. I've got Windows snap turned off and running the latest NVIDIA drivers. I'm assuming since it is only with my Samsung monitor, it has something to do with it?
Any suggestions as to what to try?
