CJ79 KVM USB Hub - does it work with a windows PC?

Hi,

I'm thinking about buying the CJ79 ultrawide monitor, it's not clear from the manual, does the KVM work with a windows computer connected via displayport (ie, can I connect a usb cable from the PC which will allow me to use the usb devices plugged into the monitor, while the audio/video is sent through displayport?)

If it does, does that also mean that picture in picure will work with a mouse and keyboard able to control a source from usb-c and a source from displayport at the same time?

the instructions are very poorly written. I have got the monitor on black Friday deal.  Seems good but disappointed with the Thunderbolt.  It does not seem to want to power my dell laptop.
