I have ADHD and this feature where the notification bar scrolls itself up or down makes it extremely annoying for me to read, because the bar doesn't stay where I expect it to stay.
Is there a way to turn this off? If not, please implement one, because it's driving me mad.

Is this on a phone? You can change the notification style in the settings.

Yes, it's on a phone (S24 Ultra). How exactly can I change that? I've tried everything I could think of.

Ok, if none of the standard options for changing the notification style help, enable 'Developer Options' by going to 'about phone' / 'software information'and press a few times on 'build number'. Then scroll down in Developer Mode until you come to 'animation scale' where you can turn off animations. Hope this helps.
