Why do you have to be 22 for the ECG and blood pressure monitor?

Does anyone know why, to use the ECG and blood pressure monitor on the Watch6 Classic, you have to be 22 years or older? 22 seems a rather odd age to choose. Why is it not something like 18 or 21?

I'm in the UK if that makes any difference.
