Yes as long as you have got it from Samsung website. I spoke to Samsung customer service as had the same red writing warning message when registering my device. Now when I log into my account it shows under registered product n warranty date. No red writing anymore.
Not all of the health features have been approved for use in all counties which could be why you're seeing this.
However you usually have to select your country on the first use following a reset - have you definitely performed a full reset and selected the right country?
