If you have an issue with reactivation lock not enabling or disabling on Galaxy Watch. Try downloading a VPN app from Google Play. Set region to UK or whatever is different to your region. And try Reactivation lock. For me this allows it to work. And this also enables you to be able to download directly on watch. You don't have to keep VPN enabled unless you want to disable reactivation lock. Or reset your watch .
