samsung 5 series 32 inch smart tv can't open exe on android ...is the Samsung TV  OS android?

Hello. I think your TV is TIZEN OS , not android.
.exe is strictly Windows executable file. So , even if your TV was android OS based , it wouldn't have been able to run .exe files.
