I believe it would be a lot more complicated than that. It is not a Samsung decision but one for Google Andoid operating system.
VS code (Visual Studio) development platform is a large suite of tools to develop Pyrhon, C# and other codes, as you are well aware. It requires a lot of resources and features, that i would expect are just not available when considering it being ported across natively and used with an Android based machine.
Just after a quick check, there is a version (of sorts) on the Android store, but reviews assume it's a kind of web version.
If a full version was to become available in the Android play store, it would have to be suitable for a number of devices, chromebooks, tablets and phones.
Of course feel free to add this request as an improvement idea on this members app... but I believe it simply just isnt possible to run a fully native versikn on Android. So I think you would be stuck with the version that is available.
