Used 97% Internal Storage

I hardly use my tablet but it tells me I've used 31% of my 32GBs.

I have something called 'Other' which has used 20.85GB, but I can't access this in anyway.

I've gone through deleting caches but it makes very little difference. 

Any suggestions?

What tablet. Is it 31% or 97%

If you have not enabled certain permissions, the data shown under "Other" can likely be mostly OS data and you will be unable to reduce this. If you have System data shown, then this could be other app data used. If possible sharing a screenshot may help to identify.

Yes sorry 97% of 32gb. 31gb left. An A7.

You should also have the low storage icon in your notifications press that from there you should be able to delete stuff and free up some space otherwise go to storage in settings
