TAB A8 sluggish, boot message "Failed to load locales from the resource files, Failed to compare"

My tab boots OK, but is very sluggish. I have Wiped the cache AND done a Factory reset, but the boot menu still shows the following. Any way to fix this ?

Please also run the optimisation tool. 

Resource hungry apps can slow the phone down. 

Look at your internal storage capacity to see If it's close to being filled. If so delete unused items. 

Also ensure your apps and tablet us updated to the latest version.

NONE of the solutions are useful : I am stuck in the boot process
