In which case if you have no display settings for the refresh rate then I would expect the answer to be no then.
Have you tried googling or checking reddit for others that may have asked the same question ?
Have you checked developer options ? I am not going to give guidance on this as it is a large topic.. if you dont know how to access developer mode or what the settings are, then i would suggest you avoid. Or at least do some research so you know what you are doing.
For info, my Galaxy s9fe tablet DOES have an option to set motion smoothness to standard, but even so, during inactivity my refresh rate still goes down to 30hz during periods of inactivity, from 60 or 90 hz which is the standard behaviour.
