Make an incoming call UI that third-party VoIP apps can use. Like Whatsapp for example now places just a notification from the top off the screen. And it doesn't even play a ringtone. (If I remember correctly) at least make it selectable what kind of notification you get like with the default phone app.

I don't know how much of this is on WhatsApp. But I think Samsung can help.
