A new option was introduced on the Galaxy Watch 6 and can be found by following the path:
Watch Settings app > Security and privacy > Wrist detection
Now users can receive notifications even when they are not wearing the watch 😉. So tattoos shouldn't be a problem.
This feature was also applied in the Watch4 and Watch5 OS updates .
