Allow for more modular customisation of quick settings panel

For the quick settings panel in oneui 7. Please allow for modules like the smart things and device control to be removed, or just one of them to be swapped out. So for example swap out just smart things to be swapped for the WiFi, or allow for in the brightness slider to control eye comfort shield instead of dark mode
