Samsung Members Community is quite safe anyway as its all about Samsung.
Plus moderators and Samsung Members Stars help to keep things safe.
Plus you can report any issues as well for moderators to action.

Im not sure if there's a minimum age.
But like with any forum, you will have to monitor your sons use.
Best to make sure asking the Moderators as 10 years old is kind of that age where you need to monitor.
Some posts can have robust comments and discussions.

For clarity:

Anyone can access and read the Samsung Members Community.

But to participate/sign-up you’d need to be minimum age of 13-17 with parental/legal guardian supervision; and aged 18 without supervision (as per the terms & conditions of a Samsung account that you’d need: https://v3.account.samsung.com/policies/terms-conditions/latest ).
