Aren't they still there, just different method of enabling?
Long press the power saving icon on the notifications panel/quick actions to get to the Power saving mode menu.
Turn it on for "normal" power saving (tweaking the options below).
Turn on "Limit apps and Home screen" before turning on power saving mode, for the previous extreme option.

Ah I see, bixby routines only gives the option to turn on/off power saving mode, so if you don't have the "Limit apps and home screen" option enabled, then bixby routines won't do anything with that.
Send it as feedback on the Members app.

@TheSpudman, @ryamoo Indeed, the options have been slightly changed. To improve user experience I'll send a suggestion so that in Bixby Routines there is not only the option to set power saving mode but also the option to Limit apps and Home screen. I think that would solve the problem 😉.

Open Settings and tap on Battery (or Battery and device care > Battery).
Tap on the text "Power saving" (don't just hit the toggle switch yet).
Scroll down to the bottom of this menu.
Toggle ON the switch for Limit apps and Home screen.
Now, scroll back up and turn the main Power saving switch ON.
Note: You can only toggle the "Limit apps" option while Power saving mode is OFF. Once you've checked that box, every time you turn on Power saving in the future, it will default to that 8-app restricted view.
