Any ideas of when Beta 3 will roll out?

And will it include the December security update that Note 10s are currently receiving?

At the moment the Beta 3 binary is currently being tested. So when it will be available to download depends on the results of the tests. As for the December security updates, if you do not receive it with the Beta 3 binary, then there will probably be a separate update with just the updates. But as far as I know, the security updates should also be included in Beta 3.
