Device needs to be unlocked and have a non branded version of software, phones obtained directly from Networks are not eligible.  If you meet the criteria will need to keep checking.

I also did not have this update at first. Just now I have checked for the update and I now have it. I still don't know about the unlocked thing that everyone talks about, as I'm not sure if my phone is unlocked. But I can now get the update on s25 base UK.

The issue has been resolved today, and beta access should now be available without any problems for users in the UK. You should be able to check for updates and participate in testing as expected 😊.
