New used phone. when turning volume down it wouldn't viberate or turn sound off

I received a new phone from warranty. Now it seams when i turn down volume it wouldn't vibrate or turn sound off when all the way down. My old phone did it. Called Verizon help but they want me to factory reset, i hope not
